What do Navy Seals “learn” by shooting at a target depicting a Muslim woman?

The Virginian Pilot reports that

... the Navy special warfare community is excited about the $11.5 million training range dedicated Monday at Fort Story. The facility features 52 rooms spread over 26,500 square feet, an area about the size of a grocery store. Groups of local SEALs will use it as a live-fire range - the ammunition in their guns will be real, even if their targets are life-sized cut-outs zipping across a built-in track. ... The range - often referred to as a “kill house” - is divided into four zones by steel doors, meaning four groups can train simultaneously. Scenarios include a mosque, bank, post office, market and residential compound. In one section, nine chairs painted in primary hues sit behind desks in an elementary school classroom. Other rooms are more sinister, like a torture chamber accessed through a bus station wall.

Yeah, we are not at war with Islam, they keep telling us. We just train our most skilled soldiers to kill Muslim women.

God have mercy on us. It’s not so much that this looks bad. This is bad. It’s rotten to the core.

Can the folks in charge at the NAVY not see how this contributes to the dehumanizing of Muslims, not just Muslim women, not just Muslim civilians, but all Muslims?

The Council on American-Islamic Relations (CAIR) today called on Pentagon officials not to use this target depicting a Muslim woman wearing a religious head scarf (hijab) for training Navy SEALs.  The CAIR statement said in part:

“Using a Muslim woman wearing a religious head scarf with [verses from the] Quran behind her as a target for our nation’s military personnel is offensive and sends a negative and counterproductive message to trainees and to the Muslim-majority nations to which they may be deployed.  This is yet another example of why the Department of Defense needs to fix what appears to be an ongoing problem by consulting credible scholars and experts to review all training and training materials related to Islam or Muslims.”

Why would Muslims have such a strong reaction to this? Are we overly sensitive?

According to Brigitte Gabriel’s ACT for America Houston chapter we are using a “victimhood” triple play by using a photo of the alleged training target which is of a female, hijab wearing, Muslim, which they allege is offensive to Muslims. They call the CAIR statement ”disgusting and seditious”.  And, of course, Pamela Geller weighed in on this, followed by her partner in the hate group SIOA, Robert Spencer.  Geller saw CAIR’s concerns as This is all a means to an end, to subvert and destroy the greatest freedom-loving nation in the world and replace it with .........  Spencer put a description under the photo of the target in question Not allowed to fight back. Both of them posted photos of themselves at the bottom of their articles with the caption From now on, this image, approved by ... CAIR, will be used as the target.

This is only the latest in a long series of “isolated incidents” that add up to what seems like an issue to be concerned about.  The problem is that there is a pattern of Islamophobic training.  And, it is the pattern that is a concern.  By itself, this particular training image might not have a profound effect, but taken together with other training it adds up to what might be a serious problem.

There was the military anti-Muslim training scandal a lengthy description of which can be found in our article Is the U.S. Military “at war with Islam”?.  You can see excerpts from this anti-Islamic military course here and here.  You can see slides of actual presentation materials here.  This training included an instructor at the Joint Forces Staff College in Norfolk, Va., who taught fellow officers that only a “total war” on Islam would protect America, that they should use “Hiroshima” tactics, target civilian populations, and abandon the Geneva Conventions.  Here are a few “facts” that were shared in these trainings:

— “They hate everything you stand for and will never coexist with you, unless you submit.”
— “Islam as it currently defines itself is an ideology rather than solely a religion with the normally associated protections we afford such beliefs.”
— “It is therefore time for the United States to make our true intentions clear. This barbaric ideology will no longer be tolerated. Islam must change or we will facilitate its self-destruction.”
— “The United States has come to accept that radical ‘true Islam’ is both a political and military enemy to free people throughout the world.”
— Possible outcomes of an anti-Islam campaign: “Saudi Arabia threatened with starvation, Mecca and Medina destroyed, Islam reduced to cult status.”

This means that U.S. military personnel were being taught that not just terrorists were our enemies, but Islam (and therefore Muslims) in general.

There has been a pattern of Government Agencies, Law Enforcement, and the Military calling on Islamophobic trainers.  Our article Where is the U.S. Government Getting It’s Information on Islam and Muslims? gives a comprehensive background on this phenomena with references.

In an article about a massacre in Afghanistan, I wrote Is it possible that biased training might have contributed to dehumanizing Iraqis, Afghans, and all Muslims? Are “towel heads”, “hajjis”, “sand niggers”, “camel jockeys” not really human beings after all, but simply “the enemy”, even if they are civilians?  I also listed a few “isolated incidents” that may have been the result of such bigoted training:

There was the Boeing Bell helicopter ad in which a computer-generated picture shows an Osprey aircraft above a mosque, with soldiers being lowered down on ropes onto the roof. The copy says “It descends from the heavens. Ironically it unleashes hell.” It also says “Consider it a gift from above.”

There was the “Kill Team” War Crimes in Afghanistan.  Photos show U.S. troops posing for trophy pictures with bloody, naked murdered Afghan civilians.  They had hunted these civilians for sport and murdered them in cold blood.  12 soldiers were ultimately charged with war crimes.

There was the incident of U.S. military personnel urinating on the dead bodies of Afghans.

There was the Abu Ghraib torture and prisoner abuse scandal after photographs came out.

There was the torture, prisoner abuse and murders at Bagram prison in Afghanistan.

There was the rape scandal in which four U.S. soldiers in Iraq were charged with participation in the “rape and murder of a young Iraqi woman, and the murder of three members of her family to cover it up.  A fifth soldier was accused of dereliction of duty for failing to report the offenses

There was the Haditha massacre in 2005 in which 24 unarmed Iraqi men, women and children were killed by a group of U.S. Marines.  Eight marines were tried, but none received prison sentences.

There was the “Jesus rifles” scandal in which rifles with bible verses on their scopes were issued to troops fighting in Afghanistan and Iraq.

There was the company called Silver Bullet Gun Oil (SBGO) which is marketing a gun oil that contains pig fat to American soldiers in Iraq and Afghanistan.

There was the 2009 incident when U.S. forces mistakenly broke into the home of Brigadier Artillery officer Awal Khan. Awal Khan was away from home. His family members ran to the rooftop, believing that robbers had entered the home. When they emerged on their rooftop, U.S. forces on the opposite roof opened fire, killing Awal Khan’s wife, his brother, his 17 year-old daughter Nadia, and his fifteen year-old son, Aimal and his infant son, born just a week earlier.

There was the incident of British soldiers who are on trial for filming their abuse of Afghan children, while US WikiLeaks files record 21 separate incidents of British troops shooting dead or bombing Afghan civilians.

There was the 2009 incident in Kunar Province when in a night raid, U.S. forces, claiming to attack a bomb-making factory, attacked a house where eight youth, aged 11-18, were sleeping. They pulled the youngsters out of their beds, handcuffed them, and executed them. Villagers said that seven of those killed were students and one was a neighboring shepherd.

There was the incident in 2011 when Polish NATO forces mistakenly fired on an Afghan wedding party killing 9 civilians.  Three of the soldiers have been acquitted and 4 will be retried in 2012.

There was the 2010 incident when U.S. aerial forces mistakenly attacked a three-car convoy traveling to a market in Kandehar. The convoy had planned on continuing to Kabul so that some of the passengers could get medical treatment. At least three dozen people were passengers in the three cars. The front car was an SUV type vehicle, and the last was a Land Cruiser. When the first car was hit by U.S. air fire, women in the second car jumped out and waved their scarves to indicate that they were civilians. U.S. helicopters continued to fire rockets and machine guns, killing 21 people and wounding 13.

There was the 2010 killing of 3 women and 2 men in Kabul by U.S. Special Operations forces.   Investigations showed that there may have been evidence tampering at the scene.  Gen. Stanley A. McChrystal, the American and NATO commander in Afghanistan, has tried hard, and with some success, to reduce civilian casualties through new rules that include restricting night raids and also bringing Special Operations forces under tighter control. But botched Special Operations attacks — which are blamed for a large proportion of the civilian deaths caused by NATO forces — continue to infuriate Afghans and create support for the Taliban.

There was the 2010 incident when International troops mistakenly opened fire on a bus in southern Afghanistan, killing four passengers and wounding 18

There was the video showing U.S. military personnel in uniform with Bibles in Pashto and Darri planning on evangelizing Muslims in Afghanistan.    The Al Jazeera report on this incident also shows a military preacher, Lieutenant-Colonel Gary Hensley, the chief of the US military chaplains in Afghanistan, urging army parishioners to “hunt people for Jesus.”   “The Special Forces guys, they hunt men. Basically, we do the same things as Christians. We hunt people for Jesus. We do, we hunt them down. Get the hound of heaven after them, so we get them into the Kingdom. That’s what we do, that’s our business,” he says

There was the “freedom packages” scandal in which Bibles, proselytizing material in English and Arabic and the apocalyptic computer game “Left Behind: Eternal Forces” were to be included in packages put together by a fundamentalist Christian ministry called Operation Straight Up who had also planned a troop entertainment tour called “military crusade”.  The Pentagon cancelled this plan after its inappropriate nature was brought to their attention.

The BBC tracks civilian death tolls in Afghanistan and reports that civilian casualties have gone up each year since 2009.  Wikipedia also has a list of civilian casualties from 2001 to the present.  In most cases civilian deaths are considered “collateral damage”.  However, at least in some cases, civilians are being purposefully targeted.

In many of the incidents listed above (as well as others) there have been initial denials, and after investigations an acknowledgement, and then apologies to the victims families, and in some cases payments to the families.  This however is not likely to mean much to those who have lost their loved ones. 

Earlier this year, the ACLU Blog of Rights published an article Empirical Study Confirms That American Muslims Do Not Pose a Threat of “Homegrown Terror” which discusses the most recent of many reports that document the same facts.

Today, the N.Y.  Times reported that Charles Kurzman, author of a study by the Triangle Center on Terrorism and Homeland Security, concludes American Muslims pose "a minuscule threat to public safety." The report found that 20 American Muslims were charged in violent plots or attacks in 2011, down from 26 in 2010 and 47 in 2009. It also found that not a single murder in 2011 resulted from extremist violence by Muslims in the United States.

This empirical study provides further evidence against alarmist claims of a so-called “homegrown terrorist” threat from American Muslim communities. These false claims have done deep damage, and were the basis for Congressional hearings that questioned American Muslim communities’ loyalty to the United States. Yet, these claims are grounded in nothing but bias, stereotyping, and an unsupported equation of belief in Islam with terrorism.

The most effective means for the government to address security threats is by focusing on real threats of violence or on violent behavior, plain and simple. Discriminatory attitudes and prejudiced policies that target American Muslims — like misguided Congressional hearings, FBI racial mapping, the infiltration of mosques, and NYPD surveillance of Muslim communities — do nothing to make us safer.  They may even undermine crucial bonds between American Muslim communities and the government that are critical to effective law enforcement.

It’s both ineffective and unconstitutional to stigmatize any American community as “suspect” simply because of its beliefs.  The American Muslim community is no exception.

In the article Orange County 2011 or Germany 1933?, I wrote about the incident that happened at a protest of a Muslim fund raising dinner for charity.  Councilwoman Debora Pauly said at that protest:  “What’s going on over there right now, make no bones about it, that is pure unadulterated evil ...  I know quite a few Marines who would be very happy to help these terrorists to an early meeting in Paradise.”

“Over there” was the community center which Muslim families were entering.  I can see no other meaning to Councilwoman Pauly’s statement except that she knows United States Marines who would be happy to kill these men, women, and children because since they are Muslims, they must be terrorists.

Another elected representative who attended, Congressmen Ed Royce (R-Calif.)  chairs the international terrorism subcommittee of the House Foreign Affairs Committee.  I wonder if he listened to what the protestors were shouting, and to what Deborah Pauly said?  I also wonder if he agrees with Pauly? 

It would seem that there are far too many elected representatives and government and military officials who openly express anti-Muslim sentiments, and who not only allow such expressions to go unchallenged, but actually train others to hold such bigotry. 

It would seem that it needs to at least be considered that all of this is having an effect.  Perhaps what the Navy Seals are learning is what Debora Pauly said she knows lots of Marines who believe - that they would like to help Muslims to Paradise.

UPDATE

Within hours of the news of this breaking, CAIR sending their statement, and articles discussing the concerns about such training methods shining a bright light on this, this particular target has been withdrawn.

The Virginian Pilot reports that

The Navy will not use a target depicting a Muslim woman holding a gun at a new training range for SEALs in Virginia Beach.

...  Panetta’s press office did not respond to a request for comment. Late Friday, Lt. David Lloyd, a spokesman for Naval Special Warfare Group 2, said the materials in question would not be used on the close quarters combat training range, which was dedicated Monday at Joint Expeditionary Base Fort Story.

“We have removed this particular target and Arabic writing in question from the range in the near term, and will explore other options for future training,” Lloyd said.
