Frank Gaffney’s Obsession with Sharia

Frank Gaffney is one of the key players in what appears to be a concerted effort to demonize the American Muslim community and Islam.  His particular focus is Sharia and the “danger” he thinks it poses to America.  He is listed in the People for the American Way report The Right Wing Playbook on Anti-Muslim Extremism

Gaffney is a Zionist*, and that seems to be the source of his anti-Muslim fervor.  I have written about my disappointment that there are individuals in the Jewish community who don’t see the similarities between anti-Semitism and Islamophobia in the article Jewish “Ahavah shel achvah” Brotherly Love is Difficult for Some to Attain.  (Read the full article for much documentation of the similarities between Islamophobia and anti-Semitism)  In that article, I noted some of the possible reasons for Jews and/or zionists to resort to Islamophobia.

Frank Gaffney, is the director of the Center for Security Policy who put together the Center for Security Policy Sharia Report with the title Sharia: The Threat To America.  I wrote about the report and the individuals involved in its production at great length in an article calling it and its’ sister report Sharia in American Courts  A Threat to American Ideals.

This report attempts to make up (by its length, and by working in every possible conspiracy theory that has ever been suggested about Muslims into one document) for the fact that it is utter nonsense.  Daniel Luban points out about this report: “Suggesting that sharia is “the preeminent totalitarian threat of our time”, the report offers far-reaching – and to critics, draconian – proposals for how to combat it.  These include banning Muslims who “espouse or support” sharia “from holding positions of trust in federal, state, or local governments or the armed forces of the United States”. The report similarly recommends prosecuting those who espouse sharia for sedition, and banning immigration to the U.S. by those who adhere to sharia.  Few scholars of Islam would agree with the report’s conception of “sharia”. The word (typically translated as “the way”) is a broad term referring to Islamic religious precepts, and thus there are as many interpretations of sharia as there are interpretations of Islam.  Even moderate practitioners of Islam, like all religious believers, strive to adhere to their conception of what sharia requires. This does not, however, mean that they necessarily aim to impose sharia, much less a fundamentalist version of sharia, on others.”

The report manages to work in the anti-Muslim memes of “stealth jihad” p.12, contributing to charity as something subversive p.16, Muslim “demographic jihad” p.127, Sharia as some sort of disease that Muslims spread by their very presence p.130, etc.  This report joins the What Everyone “Knows” school of misinformation about Islam which repeats the same old claims over and over.

The report released right in the middle of the Cordoba House/Park51 controversy, and starring many of the same characters just adds to the anti-Muslim bigotry being stirred up.  The hate campaign that has been waged against Islam and Muslims by a certain extremist segment of the American population has seen no parallel since the anti-Semitic hate campaign against Jews in Europe in the 1930’s and 1940’s.  This hate campaign is evil, but it has been extremely successful.  American Muslims have become “the other”, not to be trusted, not good Americans.

This looks like a think tank product, but the only thought that went into it was bigotry and a determination to prove a pre-determined point of view.  They have styled themselved team BII, referencing a 1976 Reagan era analysis of the Soviet Union as a continuing threat to the U.S.  BII has simply replaced Islam with Communism to keep alive the dream of eternal war. 

As Frank Woodward points out “The fact that Washington’s foreign policy establishment won’t take the report seriously is beside the point since Islamophobia needs neither the consent nor the interest of the establishment or the mainstream media in order to continue its advance across America.”

I will leave it to Islamic scholars to tear apart the scholarship of this attack on Sharia.  I will stick to simply looking at the individuals and organizations involved with the production of this report.


Gaffney is a “birther”.  He said in an article Another question yet to be resolved is whether Mr. Obama is a natural born citizen of the United States, a prerequisite pursuant to the U.S. Constitution. There is evidence Mr. Obama was born in Kenya rather than, as he claims, Hawaii. There is also a registration document for a school in Indonesia where the would-be president studied for four years, on which he was identified not only as a Muslim but as an Indonesian. If correct, the latter could give rise to another potential problem with respect to his eligibility to be president.  

Gaffney smeared the names of two Muslim White House staffers and unfairly charged Grover Norquist with giving White House access to “radical Muslims.” 

Gaffney commented in an article that Obama’s nomination of Elena Kagan to the Supreme Court is part of a secret ploy to institute Sharia law in the United States. The article was accompanied by a photo of Elena Kagan (who is Jewish) in a turban.     

Gaffney contended in a Washington Times editorial that the efforts to use non-interest measures to do banking transactions was a Muslim conspiracy to impose Islamic law on the United States. 

Gaffney in the Wash. Times said “t increasingly appears” Obama “will be embracing the agenda of the Muslim Brotherhood”. 

Gaffney wrote an article titled Understanding Islam’s Threat to the U.S. Vital.  Note, he didn’t qualify Islam in any way. 

After Pres. Obama’s Cairo Speech Gaffney said “there is mounting evidence that the president not only identifies with Muslims, but actually may still be one himself.”  He said “Barack Hussein Obama would have to be considered America’s first Muslim president.” (This article seems to have been removed from the web?)  However, there are many articles still existing that refer to Gaffney’s article including this one in the Washington Times.

Gaffney used a fake quote from Abraham Lincoln to make his point in another article that objection to the war in Iraq was “treason”.  (This article has also been removed)  Glenn Greenwald’s article discussing this fake quote and Gaffney’s article is still online.

Gaffney accused MPAC of being “pro-Hamas” and having a “Wahabi” ideology. And, he accused ISNA of supporting terrorism.

Gaffney is one of the regular speakers at David Horowitz’ annual Islamo Fascism Awareness Week on college campuses. 

When asked by MSNBC host David Shuster and Mother Jones’s David Corn for proof of Obama’s supposed willingness to submit to Sharia, Gaffney pointed to a secret “code” Obama is using — which apparently only he, al Qaeda, the Saudis, and the Taliban understand: CORN: Where in that speech does he say we’re going to submit to anybody?  GAFFNEY: “I think what he is using is code — … When he uses the word “respect,” in the context of a waist-bow to the king of Saudi Arabia, for example, and talks about respectful language, which is code for those who adhere to Sharia that we will submit to Sharia. We will submit to the kind of program.” 

Gaffney said regarding the the U.S. Missile Defense Logo:  A just-unveiled symbolic action suggests, however, that something even more nefarious is afoot… Team Obama’s anti-anti-missile initiatives are not simply acts of unilateral disarmament of the sort to be expected from an Alinsky acolyte. They seem to fit an increasingly obvious and worrying pattern of official U.S. submission to Islam and the theo-political-legal program the latter’s authorities call Shariah… the new MDA shield appears ominously to reflect a morphing of the Islamic crescent and star with the Obama campaign logo… Watch this space as we identify and consider various, ominous and far more clear-cut acts of submission to Shariah by President Obama and his team.

Gaffney published an over the top Islamophobic rant calling the proposed Cordoba House/Park51 center “a durable, symbolic taunt by our enemies about their bloody victory”, which is “designed to be a permanent, in-our-face beachhead for Shariah, a platform for inspiring the triumphalist ambitions of the faithful and eroding resistence to their demands for separate and (for the moment, at least) equal treatment in America.”  He also uses all the tired cliches - taqiyya, stealth jihad, etc. 

Gaffney regularly suggests that any opposition to his positions is taqiyya which we have dealt with previously.

Gaffney said about the newly opened Zaytuna College “This is stealth jihad in the sense that it is about promoting in the United States incubators for sharia,” the religious law of Islam.”

Gaffney made a web video in opposition to Park51 that says: “If we let them defile Ground Zero with a beachhead for sharia we will validate their sense of victory on 9/11 and encourage future attacks on America. No mosque at Ground Zero.” He also wrote that “the twin towers were destroyed on 9/11 by adherents to the barbaric, supremacist and totalitarian program authoritative Islam calls ‘Shariah.’”

One of the anti-mosque rallies was sponsored by a group called The Coalition to Honor Ground Zero.  They sponsored one of the most hateful rallies against the Cordoba House/Park51 Center.  However, as Glenn Greenwald has reported “The group which sponsored this rally has a website—the repellently named—which is registered to The Center for Security Policy, the group of Frank Gaffney.”

“Sharia is about power, not about faith,” Gaffney told an audience of mostly Congressional staffers at the Capitol Visitors’ Center last year, “If you actually can break the code that way, far from being entitled to the protections of our Constitution under the principle of freedom of religion, it is actually a seditious assault on our Constitution which we are obliged to prosecute, not protect.”

Gaffney and his organization are connected with many of the other Islamophobic “experts” on Islam.  For example,  David Yerushalmi is Pamela Geller‘s personal attorney and has represented her group SIOA (Stop the Islamization of America).  Yerushalmi incorporated American Freedom Defense Initiative which is the non-profit under which she and Robert Spencer produce their blogs.  He is also the legal counsel for Frank Gaffney’s anti-Muslim Center for Security Policy and served in the same role for Stop the Madrassa, the group which got Debbie Almontaser fired as principal of the Khalil Gibran Academy.  ( More on Yerushalmi here.  More on Pamela Geller here )

On Brigitte Gabriel’s program Gaffney said In fact, it is absolutely antithetical, Sharia is, to our Constitution, and the pursuit of it as you said in your comment, Brigitte, is incompatible with the Constitution’s Article VI, and therefore, far from being a protected religious practice, it is an impermissible act of sedition, which has to be prosecuted under our Constitution.

Islamophobia Watch reports that “The right-wing site World Net Daily and conservative columnist Frank Gaffney came up with a new reason this week to hate the Conservative Political Action Conference (CPAC), arguing that it has been infiltrated by the Muslim Brotherhood thanks to Grover Norquist, the Republican group Muslims For America, and Ex-Bush staffer Suhail Khan.”

Gaffney’s Center for Security Policy was involved in the counter protest against the phony Anjem Choudary “March for Sharia” in front of the White House.  In the article Anjem Choudary/Islamic Thinkers “March for Sharia” Does Not Represent American Muslims about Gaffneys protest, I noted Update 2 Well, the protestors against the “March for Sharia” did show up in front of the White House and there was no one there to protest against.  However, Ryan J. Reilly reports that a Muslim man who showed up to pray in front of the White House. He was quickly surrounded by a large group of protestors who shouted an array of insults at him: mocking him for drinking Starbucks coffee, telling him to go back to his country and even throwing tiny crosses at his feet as he prayed. I captured the scene in the video below. ... He’s still worshipping as I write this, but the anti-Sharia crowd is beginning to thin out. A police officer on the scene told me the man showed up to pray at the White House every couple days.  Watch the video, people chanting “Jesus”, “Jesus”, “Jesus” and acting like barbaric bigots while insulting a Muslim man who has nothing to do with Anjem Choudary’s crowd.  There is another, longer video of this event here in which you can see Randall Terry telling the Rev. Terry Jones that he shouldn’t have blinked on the Burn the Qur’an day, and Jones saying he plans to hold an “International Judge the Koran” event on March 20th.

Bob Smietana reports Frank Gaffney, head of the Washington, D.C.-based nonprofit Center for Security Policy, earned a $288,300 salary from his charity in 2008. Gaffney was a key witness in recent hearings in the Rutherford County lawsuit filed by mosque opponents. He said he paid his own way.

John Feffer notes the connection between the upcoming hearings of Rep. Peter King, and the anti-Sharia movement including King’s appearance on Gaffney’s radio program.

Frank Gaffney was a witness in the Murfreesboro mosque court case and connected the building of a mosque with the threat of Sharia.

The chief sponsor of a Geert Wilders’s National Press Club event was Frank Gaffney, a former Reagan administration Pentagon official who now runs the Center for Security Policy, a prominent neoconservative think tank.  **

According to News Hounds Frank Gaffney is a long-time proponent of the neoconservative agenda. Along with Dick Cheney and Richard Perle, he was one of the founders of PNAC (Project for a New American Century), the notorious think tank whose concept of American Imperialism formed the blueprint for the mess we’ve created in Iraq.   **

News Hounds also reports Originally published September 29, 2003 on’s website, Gaffney’s piece, entitled “Take Out Al Jazeera,” offers a rationale for bombing not only Al Jazeera but Al Arabiya as well. The Center for American Progress (CAP) has just published a report UNDERSTANDING SHARIAH LAW:  Conservatives’ Skewed Interpretation Needs Debunking, by Wajahat Ali and Matthew Duss which provides more useful information on this topic.

This week, The Republican Jewish Coalition welcomed Frank Gaffney, who spoke on “the Islamic political doctrine known as shariah, which some consider a threat to our government.” ** 

Gaffney also appeared at a gathering in Sioux Falls along with state Sen. Dan Lederman (R-South Dakota), and Tom Trento to show the film Iranium and discuss the “dangers of Sharia”. **  An article in The Iconoclast of The New English Review was very positive about Gaffney, but nevertheless revealed some interesting information.  An “intrepid band of activists from the newly launched The United West organization

spearheaded by Tom Trento of the Florida Security Council.  We talked with Trento on a Skype call in Sioux Falls as he, Lisa Marie Johnson, Joel Arends, South Dakota State Senator Dan Lederman, of the Great Plains Chapter of the Republican Jewish Coalition and founder of the Jewish Christian Coalition of the Midwest and Frank Gaffney of CSP were finalizing security arrangements for tonight’s showing of the film Iranium produced by the Clarion Fund.

Media Matters reports that Gaffney is among those attacking Muslim Advocates and Farhana Khera for giving Muslims common legal advice: As a Senate subcommittee is poised to begin a hearing on Muslim civil rights, several right-wing media outlets are attacking Farhana Khera, a witness at the hearing and the executive director of the Muslim legal advocacy group Muslim Advocates, for urging American Muslims to have an attorney present when speaking to law enforcement. But this is standard advice given by many legal rights advocacy groups, including the American Bar Association and the Naval Legal Service Office.

UPDATE 4/6/2011

State Senator Greg Ball (R-NY), chairman of the Veterans, Homeland Security & Military Affairs Committee will hold a hearing titled “Reviewing our Preparedness: An Examination of New York’s Public Protection Ten Years After September 11”  on April 8th. 

Among the “experts” he has called to testify are Rep. Peter King, Frank Gaffney, and Nonie Darwish.  Eleven democratic senators have sent a letter to Senator Ball objecting to the inclusion of such individuals.  You can see the full text of the letters back and forth here.  For some reason Darwish will apparently speak at the event under the pseudonym “Nahid Hyde.”

Senators Urge Chairman Ball To Reject Bigotry

(Brooklyn, NY) Today, Senator Kevin Parker was joined by Senators Tony Avella, Adriano Espaillat, Ruth Hassell-Thompson, Liz Krueger, Velmanette Montgomery, Jose Peralta, Bill Perkins, Gustavo Rivera, Diane Savino, and Andrea Stewart-Cousins in a letter to Senator Greg Ball opposing the participation of Nonie Darwish and Frank Gaffney in upcoming hearings before the Veterans, Homeland Security, and Military Affairs Committee. On April 8, 2011, Senator Ball will hold a hearing, “Reviewing our Preparedness: An Examination of New York’s Public Protection Ten Years After September 11.”

Regrettably, he includes a topic not germane to the security of New York, Shariah (Islamic law). The Chairman has invited Nonie Darwish, an individual unqualified to speak on Islamic jurisprudence and has a long record of using racist and incendiary language that has no place before any committee of the State Senate. Ms. Darwish has referred to Islam as “not a true religion” and to President Obama’s mother as a “radical” for marrying a Muslim. She told the New York Times in an August 7, 2010 article: “A mosque is not just a place for worship. It’s a place where war is started, where commandments to do jihad start, where incitements against non-Muslims occur. It’s a place where ammunition was stored.”

“I am greatly concerned that a committee of this Senate seeks to criminalize an entire faith tradition,” said Senator Parker. “Moreover, the individual selected by Chairman Ball lacks the credibility and credentials necessary for a substantive policy hearing,” continued Parker. “We in New York face serious challenges with regards to protecting our state, this portion of the hearing merely serves as a distraction.”

Although some seek to isolate and vilify Muslims, this diverse community has played an instrumental role since the founding of our nation. Today, hundreds of thousands of Muslim Americans are a part of the fabric of our state. They are our neighbors, physicians, entrepreneurs, educators, legislators and serve in law enforcement.

It is disconcerting that in the past two years, there has been a growth in vitriol against Muslims and those who are perceived to be Muslim. This coincides with an increase in violence and discrimination against Muslims, Sikhs, Arabs and other members of the South Asian community. Thus, I ask Chairman Ball to withdraw the invitation to Ms. Darwish and Mr. Gaffney, and call upon him to take this opportunity to hold hearings that truly address the safety and well-being for all New Yorkers,” said Parker


David Freedlander reports that Ball defended the presence of Darwish, saying that “We have to understand who our enemy is, and we have to understand the culture of jihad and get beyond the feel-good politics of political correctness and have New Yorkers have a clear look at people who want to destroy our city and our state.”

Glenn Blain reports that Ball further defended Darwish’s inclusion by saying she spent more than 30 years in Egypt and is qualified to discuss Shariah law.

Amazing logic.  I suppose that means that since I have spent more than 60 years in the United States, then I am qualified to testify officially on Constitutional Law.

Scott Keyes at Think Progress reports that Think Progress interviewed Gaffney, and this is the text of a question and answer

THINKPROGRESS: Obviously we saw some horrific acts in Norway. I read in news reports that you yourself and the CSP had been mentioned seven separate times. Is that concerning that some people are using your rhetoric for violent ends?

GAFFNEY: I think there’s a lot yet to be determined about who this individual was and what exactly his agenda was. What’s very peculiar to me is the nature of this so-called manifesto, which seems about as unrelated to anything having to do with Norway or Norwegian nationalism as you can imagine. It’s basically entirely made up of, it’s a pastiche, a very eclectic pastiche at that, of American writers and some non-American writers but of a similar mind. It cries out for a thorough investigation as to whether it was in fact an authentic piece of his own creation, whether it’s a false flag operation, whether it actually was meant to do anything other than to contribute to Sharia’s efforts to suppress criticism and awareness of its agenda. Until we know the answers to some of those questions, I’m not going to go too far down the road of saying what its consequences might be.

Keyes comments and includes a video of the interview.  Absolutely beyond belief - Gaffney thinks Breivik’s manifesto might be a false flag operation - and since he says it contributes to Sharia’s efforts - that means the only possible culprits are, of course, Muslims.  And, this is the man who is advising Michelle Bachmann on foreign policy. 

Gaffney is one of those mentioned as a “misinformation expert” in the Center for American Progress (CAP) report “Fear Inc., the Roots of the Islamophobia Network in America”  that was just released.  When Gaffney and others mentioned in the CAP report attacked the report and its’ authors, I wrote Islamophobes Attack CAP Fear Inc. Gaffney is also mentioned in the Southern Poverty Law Center (SPLC) report Jihad Against Islam as a “core activist”:  This apparently growing movement was not a case of spontaneous public-opinion combustion. In the decade since 9/11, a coterie of core activists — most importantly, hard-liners Robert Spencer, Brigitte Gabriel, Frank Gaffney, David Horowitz and David Yerushalmi, along with the more moderate Daniel Pipes and Steve Emerson — has been warning that the Islamic sky was falling. Independent journalist Max Blumenthal in December 2010 called it “the Great Islamophobic Crusade.”

As the SPLC report says One doesn’t have to probe very deeply to find the fingerprints of the eight central activists — Spencer, Pipes, Horowitz, Gaffney, Emerson, Gabriel, Geller and Yerushalmi — on almost every aspect of the recent surge in anti-Muslim fervor in America. The conservative media, led by FOX News personalities Sean Hannity, Glenn Beck and Eric Bolling and including the upstart Pajamas Media online network, evangelist Franklin Graham, and a contingent of sympathetic right-wing bloggers and commentators, have joined in to help construct a “movement” that 9/11 itself didn’t generate.

Eli Clifton reports that Gaffney is endorsing Newt Gingrich’s Islamophobic comment that he would only support Muslim presidential candidates if they “would commit in public to give up Sharia”. 

Loonwatch did a lengthy report on LATMA and Caroline Glick which included this interesting fact:  Although Latma operates in Israel, it acts as an initiative of the Center for Security Policy (CSP), a 501(c)(3) and DC-based think tank, where Caroline Glick serves as the senior fellow for Middle Eastern Affairs.  TAM has a backgrounder on LATMA and Glick titled Caroline Glick and LATMA:  Promoting the meme of Muslims as “the other” outlining many of their vicious anti-Muslim propaganda pieces on their weekly television program. 

UPDATE 2/28/2012

Gaffney just published a paranoid rant objecting to any apologies for the burning of Qur’ans in Afghanistan.  Charles Johnson notes that

Here’s an astonishingly paranoid article in the Washington Times by anti-Muslim crusader Frank Gaffney, warning right wingers yet again that shariah law is about to take over America, and arguing that people who criticize Gaffney and his conspiracy theories are “precisely the same” as the Ku Klux Klan. In this persecution fantasy, Gaffney plays the part of the civil rights activist.

In short, we find ourselves in what is, properly understood, the civil rights struggle of our time. Those who stand up for freedom against Shariah are quite literally protecting the rights of women, children, people of faith and other minorities sure to be abused by its misogynistic, intolerant and domineering doctrine. That means protecting, as well, Muslim-Americans who have come to this country to escape the long arm of Shariah law. In due course, though, Shariah’s repressive strictures would not simply be a threat to these communities. They would be a toxic blight upon all of us.

Ironically, today, it is defenders of our freedoms who are being denounced as “racists,” “bigots” and “Islamophobes.” Such terms are, in truth, being used in much the same way and for precisely the same purpose as the Ku Klux Klan’s members reviled an earlier generation of civil rights activists for loving blacks: to defame, threaten and isolate their opponents. We cannot, and certainly must not, tolerate the Islamists’ intolerance.

This latest crazy rant was triggered by President Obama’s apology to the Afghan people for US troops mistakenly burning Korans. In fact, that apology has triggered crazy rants from all over the bigoted anti-Muslim blogosphere, including, of course, the always insane Pamela Geller — who wants to see wholesale slaughter of Muslims, not apologies: PAMELA GELLER, WND COLUMN: STOP APOLOGIZING AND START CARPET-BOMBING!!!!! - Atlas Shrugs.

Paul Blumenthal reports that one of the recipients of large donations from Irving Moskowitz was Gaffney:

Moskowitz also provided $100,000 to the Center for Security Policy, a nonprofit warning of the imminent danger of radical Islam in America. The center’s founder and president is Frank Gaffney, a neoconservative who has publicly questioned whether the president was born in the U.S. and stated that Obama, in his 2008 campaign, was seeking “the Jihadist vote.”

The Norwegian Christian conservative terrorist Anders Breivik—who last year detonated a bomb in downtown Oslo, killing eight, and then massacred 68 more, mostly children and teenagers, on a nearby island—cited, among others, Gaffney’s writings and publications from the Center for Security Policy in his manifesto against the “Islamic colonization of Europe.”
